Dokar ta yi gyare-gyare ga sashi na 404 (b) na Dokar Jirgin Sama ta Tarayya ta 1958 (FAA), wanda Dokar Fitar da Jirgin Sama ta 1978 ta soke shi. ACAA ta haramta Kamfanonin jiragen sama na kasuwanci daga nuna bambanci ga fasinjoji masu nakasa. Majalisa ta Amurka ta zartar da dokar a matsayin martani kai tsaye ga wani takaitaccen fassarar Sashe na 504 na Dokar Rehabilitation na 1973 ta Kotun Koli ta Amurka a Ma'aikatar Sufuri ta Amurka (DOT) v. (kamar yadda DOT ta bayyana) "ya bayyana ainihin haƙƙin matafiya na iska da ke da nakasa a ƙarƙashin Dokar Samun Jirgin Sama da ƙa'idodinta na aiwatarwa, 14 Code of Federal Regulations (CFR) Sashe na 382."
