Shirin Ilimi na Muhalli (ELP) yana nufin shirin ilimi na jilgo don koyarwa game da yadda tsarin halittu da tsarin ɗan adam ke dogara da juna, musamman, yadda zaɓin amfani da mutane ke canza ikon su na rayuwa mai ɗorewa. ELP yana aiki ne a matsayin babban bangare na No Child Left Inside movement (NCLI) na 2008 wanda Majalisar Wakilai ta Amurka ta zartar a ranar 18 ga Satumba, 2008. [1] Kamar yadda NCLI na 2008 ya tsara, ELP dole ne ya ƙunshi tanadi da yawa da bayyane. Kungiyar Arewacin Amurka don Ilimi na Muhalli (NAAEE) ta ta taƙaita aikin NCLI zuwa kashi biyar wanda ke ba da damar jihohi su zama masu cancanta ga kudaden da aka rarraba ta hanyar dokar NCLI.[2]

Manufar ELP ita ce ƙirƙirar cikakken shirin ilimi don ilimin muhalli wanda za'a iya kimantawa bisa ga sakamakon ilmantarwa na ɗalibai. Dokar NCLI ta bayyana manufofi kamar haka: [3] Ci gaba da abun ciki da ka'idojin nasarori, Ci gaba ko yada sababbin abubuwa ko shirye-shiryen samfurin, Bincike, musamman kan haɗa ilimin muhalli a cikin nazarin wasu batutuwa da matakan haɓaka iyawa don ƙara yawan malaman ilimin muhalzi na firamare da sakandare.

Tsare-tsaren Ilimin Muhalli sun haɗa da ƙa'idodin abun ciki na ilimin muhalli a cikin maki Pre-kindergarten zuwa aji na 12.  Haɗin ƙa'idodin ilimin muhalli a cikin manhaja yana faruwa ta hanyar haɗa abun ciki ko a matsayin batutuwan ilmantarwa.  "Ya kamata a mai da hankali ga sakamakon ilmantarwa da aka wajabta da abun ciki na manhaja, daidaitattun gwaje-gwaje, da tsarin koyarwa." Ana buƙatar ƙayyadaddun ƙa'idodin ilmantarwa da tallafi don tabbatar da waɗanda suka kammala karatun sakandare sun mallaki ƙayyadaddun digiri na ilimin muhalli.

Ɗaya daga cikin ɓangaren ELP shine la'akari da yadda za a shigar da ilimin muhalli a cikin buƙatun kammala karatun jihar.  Don haka ya kamata kwasa-kwasan makarantar sakandare su yi daidai da batun ilimin muhalli, ya kamata a ba da damar shirye-shirye ga ɗalibai ko ƙididdigewa don ilimin muhalli ya zama abin buƙata don kammala karatun..[5]

Ci gaban sana'a

ELP tana ba da tanadi don shirye-shiryen malami kafin sabis da kuma a cikin sabis. Shirye-shiryen malami a cikin fagen ilimin muhalli zai buƙaci tallafawa ilmantarwa ta amfani da dabarun ilmantarwa na wuri da na kwarewa. "Aikin sake daidaita ilimin malamai don dabi'un dorewa yana da mahimmanci don ƙirƙirar sabon fahimta game da kanmu da matsayi namu a cikin al'ummomi, a cikin duniya mai rai da kuma al'adun musayar dangantaka wanda zai kiyaye mu duka".

ELP na farko ya kamata ya ƙunshi cikakken bayani game da yadda hukumar ilimi ta jihar za ta tantance kuma ta auna ilmantarwa da aka samu ta hanyar aiwatar da ELP.[6] Binciken ilimin muhalli na dalibai zai auna yadda ELP ta ci nasara.

Aiwatarwa da tallafi

Za a magance mahimman batutuwan da aiwatarwa a cikin ELP. Ɗaya daga cikin mahimman abubuwan ELP shine shirya don kudade da tallafi na gaba. Kamar yadda dokar NCLI ta 2008 ta tsara, kudade sun lalace bayan shekarar farko ta aiwatarwa kuma a ƙarshe sun rage zuwa kashi 50% na jimlar kuɗin shirin.[7] ELP ta tsara kuma tana tsammanin hanyoyin samar da kudade na gaba don shirin ilimin muhalli na jihar. ELP kuma tana la'akari da yadda za a haɗa dokokin da suka shafi ilimi na tarayya da jihohi da kuma shirye-shirye kamar IDEA ko STEM a cikin shirin ilimin muhalli gaba ɗaya.
