Manufar Tsaro na ruwa ita ce kara fa'idodin ruwa ga mutane da yanayin halittu. Manufar ta biyu ita ce iyakance haɗarin tasirin lalacewa na ruwa zuwa matakin da ya dace.[1][2] Wadannan haɗarin sun haɗa da ruwa mai yawa (ambaliyar ruwa), ruwa kaɗan (fari da ƙarancin ruwa), da ruwa mara inganci (marasa tsabta). Masana kimiyya sun lura da tasirin da ya fi girma a Afirka, Asiya, Amurka ta Tsakiya da Kudancin, Ƙananan Tsibirin da Arctic.[1] : 9 Rahoton ya yi hasashen cewa dumamar duniya ta 2 °C za ta fallasa kusan mutane biliyan 1-4 ga damuwa na ruwa. Ya sami mutane biliyan 1.5-2.5 suna zaune a yankunan da ke fuskantar karancin ruwa.[1] :660

Akwai ma'anoni daban-daban don kalmar Tsaro na ruwa.[1][2] : 5 Ya fito ne a matsayin ra'ayi a cikin karni na 21. Ɗaya daga cikin ma'anar tsaro na ruwa shine "abin da ya dace da adadin da ingancin ruwa don kiwon lafiya, hanyoyin rayuwa da samarwa, tare da matakin da ya dace na haɗarin da ke da alaƙa da ruwa".[1]

Irin wannan ma'anar tsaro na Ruwa na Majalisar Dinkin Duniya ita ce: "ikon jama'a don kare damar samun isasshen ruwa mai inganci don kiyaye hanyoyin rayuwa, jin daɗin ɗan adam, da ci gaban zamantakewar tattalin arziki, don tabbatar da kariya daga gurɓataccen ruwa da bala'o'i masu alaƙa da ruwa, da kuma adana yanayin muhalli a cikin yanayin zaman lafiya da kwanciyar hankali na siyasa" [1]: 1 [2]

Cibiyar Kula da albarkatun duniya ta kuma ba da irin wannan ma'anar a cikin 2020. "Domin dalilan wannan rahoton, mun ayyana tsaro na ruwa a matsayin ikon yawan jama'a zuwa

  • kiyaye damar samun isasshen ruwa mai inganci don kiyaye hanyoyin rayuwa, jin daɗin ɗan adam, da ci gaban zamantakewa da tattalin arziki.
  • karewa daga gurɓataccen ruwa da bala'o'in da suka shafi ruwa; da
  • adana yanayin halittu, wanda wadatar ruwa mai tsabta da sauran ayyukan yanayin halittu suka dogara. ": 17 :17

Ƙananan ma'anar tare da mai da hankali kan samar da ruwa

Wasu kungiyoyi suna amfani da Tsaro na ruwa a takamaiman ma'ana don komawa ga samar da ruwa kawai. Ba sa la'akari da haɗarin da ke tattare da ruwa mai yawa. Misali, ma'anar WaterAid a cikin 2012 yana mai da hankali kan batutuwan samar da ruwa. Dangantaka da WASH da IWRM

WASH (ruwa, tsaftacewa da tsabta) muhimmiyar ra'ayi ce lokacin da ake tattaunawa game da tsaro na ruwa. Samun damar ayyukan WASH wani bangare ne na cimma tsaron ruwa.[1] Dangantakar tana aiki a hanyoyi biyu. Don ci gaba, ayyukan WASH suna buƙatar magance matsalolin tsaro na ruwa.[2] : 4 Misali WASH ya dogara da albarkatun ruwa waɗanda suke wani ɓangare na sake zagayowar ruwa. Hadarin ruwa

Hadarin ruwa yana nufin yiwuwar matsaloli da za a yi da ruwa. Misalan su ne karancin ruwa, damuwa da ruwa, ambaliyar ruwa, lalacewar ababen more rayuwa da fari.[1] : 4 Akwai wata alaƙa da ba ta dace ba tsakanin haɗarin ruwa da tsaro na ruwa. Wannan yana nufin yayin da haɗarin ruwa ke ƙaruwa, tsaro na ruwa yana raguwa. Hadarin ruwa yana da rikitarwa kuma yana da yawa. Ya haɗa da haɗarin ambaliyar ruwa da fari. Wadannan na iya haifar da gazawar ababen more rayuwa da kara yunwa.[2] Lokacin da waɗannan bala'o'i suka faru, suna haifar da karancin ruwa ko wasu matsaloli. Matsalolin tattalin arziki na haɗarin ruwa suna da mahimmanci a lura. Hadarin ruwa yana barazana ga dukkan masana'antu. Misalan su ne bangaren abinci da abin sha, noma, mai da iskar gas da kayan aiki. Aikin noma yana amfani da kashi 69% na jimlar ruwa mai laushi a duniya. Don haka wannan masana'antar tana da matukar damuwa ga damuwa da ruwa.[3]

Haɗari haɗuwa ce ta haɗari, fallasawa da rauni.[1] Misalan haɗari sune fari, ambaliyar ruwa da raguwar inganci. Rashin ababen more rayuwa da mummunar mulki suna haifar da haɗari mai yawa.

Sashin kudi yana ƙara sanin tasirin tasirin haɗarin ruwa da buƙatar gudanar da shi yadda ya kamata. Zuwa 2025, haɗarin ruwa zai yi barazanar dala tiriliyan 145 a cikin kadarorin da ke ƙarƙashin gudanarwa.[1]

Don sarrafa haɗarin ruwa, kamfanoni na iya haɓaka tsare-tsaren kula da haɗarin ruwa.[1] Masu ruwa da tsaki a cikin kasuwannin kuɗi na iya amfani da waɗannan tsare-tsaren don auna aikin muhalli, zamantakewa da shugabanci (ESG). China Water Risk kungiya ce mai zaman kanta da aka sadaukar don fahimtar da sarrafa haɗarin ruwa a China. [4][5] Asusun Kula da namun daji na Duniya yana da Filter na Hadarin Ruwa wanda ke taimaka wa kamfanoni kimantawa da amsawa ga hadarin ruwa tare da abubuwan da suka faru na 2030 da 2050. [6]

Fahimtar haɗari wani bangare ne na manufofin tsaro na ruwa. Amma kuma yana da mahimmanci a yi la'akari da daidaito na zamantakewa.[1]

Babu cikakkiyar ka'idar da aka yarda da ita ko tsarin lissafi don tantancewa ko sarrafa haɗarin ruwa.[1] : 13 Maimakon haka, manajoji suna amfani da ra'ayoyi da yawa, samfuran da fasaha don fahimtar cinikayya da ke akwai wajen amsawa ga haɗari.

Akwai kungiyoyi uku na sakamakon tsaro na ruwa. Wadannan sun hada da tattalin arziki, muhalli da daidaito (ko zamantakewa). [1] Sakamakon abubuwa ne da ke faruwa ko kuma mutane za su so su ga hakan ya faru sakamakon manufofi da gudanarwa:

  • Sakamakon tattalin arziki: Ci gaba mai ɗorewa wanda ke ɗaukar sauye-sauyen bukatun ruwa da barazanar. Ci gaba mai ɗorewa ya haɗa da samar da aiki, haɓaka yawan aiki da yanayin rayuwa.
  • Sakamakon muhalli: Inganci da wadatar ruwa don Ayyukan yanayin halittu waɗanda suka dogara da wannan albarkatun ruwa. Rashin bambancin halittu na ruwa mai laushi da raguwar ruwan kasa misalai ne na mummunan sakamako na muhalli.[2][3]
  • Adalci ko sakamakon zamantakewa: Ayyuka masu hadawa don masu amfani, masana'antu da aikin gona su iya samun ruwa mai aminci, abin dogaro, isasshen ruwa mai araha. Wadannan kuma suna nufin za su iya zubar da Ruwa mai guba lafiya. Wannan yanki ya haɗa da batutuwan jinsi, karfafawa, shiga da lissafi.

Akwai manyan wuraren mayar da hankali guda huɗu don tsaro na ruwa da sakamakonsa. Yana game da amfani da ruwa don kara tattalin arziki da jin dadin jama'a, matsawa zuwa ga dorewa na dogon lokaci ko rage haɗarin da ke da alaƙa da ruwa.[1] Masu yanke shawara da manajojin ruwa dole ne suyi la'akari da alaƙa da cinikayya tsakanin nau'ikan sakamako daban-daban.[2] : 13 :13

Inganta tsaro na ruwa shine mahimmin abu don cimma ci gaba, ci gaban da ke ci gaba da rage talauci.[1] Tsaron ruwa kuma game da Adalci na zamantakewa da rarraba amfanin muhalli da lahani.[2] Ci gaban da ke ci gaba zai iya taimakawa wajen rage talauci da haɓaka yanayin rayuwa. Wannan yana iya amfana da waɗanda tasirin albarkatun ruwa marasa aminci a yankin ya shafa, musamman mata da yara.

Tsaron ruwa yana da mahimmanci don cimma mafi yawan manufofi 17 na ci gaban ci gaba na Majalisar Dinkin Duniya (SDGs). Wannan shi ne saboda samun isasshen ruwa mai aminci shine wajibi don saduwa da yawancin manufofi na mutum.[1] : 4-8 Hakanan yana da mahimmanci don samun ci gaba wanda ke da juriya ga canjin yanayi.[1] : 4-7 Masu tsarawa suna lura da sakamakon tsaro na ruwa ga kungiyoyi daban-daban a cikin al'umma lokacin da suke tsara dabarun daidaita canjin yanayi.[2] : 19–21 :19–21

Yanayin ruwa

Yanayin ruwa yana da mahimmanci ga tsaro na ruwa. Kalmar yanayin ruwa tana nufin "cikakken matakin wadatar albarkatun ruwa". Amma kuma yana nufin yadda ya bambanta a lokaci da wuri. Inter-annual yana nufin daga shekara guda zuwa na gaba, Intra-annual na nufin daga kakar wasa daya zuwa na gaba. Yana yiwuwa a koma ga wuri a matsayin rarraba sarari.[1] Masana sun bambanta tsakanin yanayin ruwa wanda yake da sauƙin sarrafawa da wanda yake da wahala.[1]

Yanayin ruwa mai sauƙin sarrafawa zai zama ɗaya tare da ƙananan ruwan sama. A wannan yanayin ana rarraba ruwan sama a ko'ina cikin shekara kuma kogin yana gudana ta hanyar ruwa mai zurfi. Misali, yawancin Kasashe masu masana'antu a duniya suna da yanayin ruwa wanda za su iya sarrafawa cikin sauƙi. Wannan ya taimaka musu cimma tsaron ruwa a farkon ci gaban su.[1]

Wani yanayi mai wahala don sarrafa yanayin ruwa shine wanda ke da cikakkiyar karancin ruwa kamar hamada ko ƙasashe masu ƙasƙanci waɗanda ke fuskantar haɗarin ambaliyar ruwa mai tsanani. Yankunan da ruwan sama ya bambanta sosai daga wata kakar zuwa ta gaba, ko yankunan da ruwan kasa ya bambanta sosai frá shekara guda zuwa ta gaba suma suna iya fuskantar ƙalubalen tsaro na ruwa. Kalmar wannan ita ce babban canjin yanayi na shekara-shekara. Misali zai zama Gabashin Afirka, inda aka yi fari mai tsawo a kowace shekara biyu zuwa uku tun daga shekara ta 1999.[1] Yawancin kasashe masu tasowa na duniya suna da ƙalubale wajen sarrafa ilimin ruwa kuma ba su sami tsaro na ruwa ba. Wannan ba daidaituwa ba ne.[2]

Tunanin talauci da ilimin ruwa ya bayyana cewa yankunan da ke da wahalar ilimin ruwa sun kasance matalauta saboda gwamnatocin da suka dace ba su iya yin babban saka hannun jari da ake buƙata don cimma tsaron ruwa ba. Misalan irin waɗannan yankuna za su kasance waɗanda ke da bambancin ruwan sama a cikin shekara guda kuma a cikin shekaru da yawa. Wannan yana haifar da rashin tsaro na ruwa wanda ke hana ci gaban tattalin arziki.[1] Akwai alaƙa ta kididdiga tsakanin karuwar canje-canje a cikin tsarin ruwan sama da ƙananan kudaden shiga na kowane mutum.[2]

Yanayin zamantakewa da tattalin arziki

Rashin daidaito na zamantakewa da tattalin arziki sune manyan direbobi na rashin tsaro na ruwa, musamman a cikin al'umma da ma'auni na gida. Rashin daidaito tsakanin jinsi, kabilanci da kabilanci duk an haɗa su da bambancin samun damar samun sabis na ruwa kamar ruwan sha da tsabta. Impacts of climate change that are tied to water, affect people's water security on a daily basis. They include more frequent and intense heavy precipitation which affects the frequency, size and timing of floods.[1] Also droughts can alter the total amount of freshwater and cause a decline in groundwater storage, and reduction in groundwater recharge.[2] Reduction in water quality due to extreme events can also occur.[3]: 558  Faster melting of glaciers can also occur.[4]

Nau'ikan ambaliyar ruwa daban-daban suna faruwa a bakin tekun Bangladesh. Su ne: ambaliyar kogi, ambaliyar ruwa da ambaliyar guguwa saboda guguwa ta wurare masu zafi.[21] Wadannan ambaliyar ruwa na iya lalata kayan aikin ruwan sha. Hakanan zasu iya haifar da rage ingancin ruwa da kuma asarar aikin gona da kifi. Akwai alaƙa tsakanin rashin tsaro na ruwa da talauci a cikin ƙananan yankuna a cikin Ganges-Brahmaputra tidal delta plain.[21] Wadannan yankuna masu ƙasƙanci sune yankuna masu banƙyama a bakin tekun Bangladesh.

Gwamnati tana da shirye-shirye daban-daban don rage haɗari ga mutanen da ke zaune a cikin al'ummomin bakin teku. Wadannan shirye-shiryen kuma suna haifar da karuwar lafiyar tattalin arziki.[21] Misalan sun haɗa da "Coastal Embankment Improvement Project" [21] ta Bankin Duniya a cikin 2013, aikin BlueGold [22] a cikin 2012, shirin "Managed Aquifer Recharge" na UNICEF a cikin 2014 da kuma shirin Bangladesh Delta a cikin 2014.[23] Irin wannan saka hannun jari a cikin tsaro na ruwa yana da niyyar kara yawan amfani da kiyaye wuraren ruwa. Shirin da ake kira "Tsarin SafePani" yana mai da hankali kan yadda jihar ke raba haɗari da alhakin tare da masu ba da sabis da al'ummomi. Tsarin ruwan sama ya bambanta a duk faɗin Habasha. Adadin hagu: Matsakaicin ruwan sama na shekara-shekara a cikin mm / rana tare da kewayon interquartile (25th-75th) na ruwan sama na kowane wata a cikin mm/rana wanda aka nuna ta hanyar baƙar fata (1981-2020). [24] Adadin dama: Yankunan ruwan sama guda uku a Habasha tare da tsarin ruwan sama daban-daban. Yankin kore yana da lokutan ruwan sama guda biyu, kuma yankin ja yana da mafi girma a cikin ruwan sama a watan Yuni zuwa Satumba.

Habasha tana da manyan lokutan ruwa guda biyu a kowace shekara. Ana ruwan sama a lokacin bazara da rani. Wadannan alamu na ruwan sama sun bambanta sosai a duk faɗin ƙasar.[16][25] Yammacin Habasha yana da yanayin ruwan sama na yanayi wanda yayi kama da Sahel. Yana da ruwan sama daga Fabrairu zuwa Nuwamba (wanda ke raguwa zuwa arewa), kuma yana da ruwan sama mai yawa daga Yuni zuwa Satumba. Kudancin Habasha yana da tsarin ruwan sama mai kama da na Gabashin Afirka. Akwai yanayi biyu daban-daban na rigar a kowace shekara, Fabrairu zuwa Mayu, da Oktoba zuwa Nuwamba.[15][25] Tsakiyar da gabashin Habasha suna da ruwan sama tsakanin Fabrairu da Nuwamba, tare da karamin ruwan sama daga Maris zuwa Mayu da kuma mafi girma na biyu daga Yuni zuwa Satumba.[25]

A cikin 2022 Habasha ta sami daya daga cikin fari mafi tsanani da La Niña ta haifar a cikin shekaru arba'in da suka gabata. Ya faru ne saboda lokutan ruwan sama guda hudu a jere wanda bai samar da isasshen ruwan sama ba.[26] Wannan fari ya kara rashin tsaro na ruwa ga fiye da makiyaya miliyan 8 da masu kiwon noma a yankunan Somaliya, Oromia, SNNP da Kudu maso Yamma. Kimanin mutane miliyan 7.2 suna buƙatar taimakon abinci, kuma mutane miliyan 4.4 suna buƙatar taimako don samun ruwa. Farashin abinci ya karu sosai saboda yanayin fari. Mutane da yawa a yankin da abin ya shafa sun fuskanci karancin abinci saboda yanayin rashin tsaro na ruwa.[26]

A cikin kwarin Awash a tsakiyar Habasha ambaliyar ruwa da fari sun zama ruwan dare. Aikin noma a cikin kwandon galibi ana ruwan sama (ba tare da tsarin ban ruwa ba). Wannan ya shafi kusan kashi 98% na jimlar gonar amfanin gona tun daga shekarar 2012. Wannan na iya inganta tsaro na ruwa ga mazauna miliyan 18.3 a cikin kwandon. Tare da wannan za su sami isasshen ruwa don bukatun gida, ban ruwa da masana'antu.

Kenya ta kasance ta 46 cikin kasashe 54 na Afirka a cikin kimantawar tsaro na ruwa a shekarar 2022. Manyan batutuwan tsaro na ruwa a Kenya sun hada da lafiyar ruwan sha, karancin ruwa, rashin ajiyar ruwa, rashin kula da ruwa mara kyau, da fari da ambaliyar ruwa.[28] Tsarin yanayi mai girma yana tasiri ga tsarin ruwan sama a Gabashin Afirka. Irin waɗannan yanayin yanayi sun haɗa da El Niño-Southern Oscillation (ENSO) da Indian Ocean Dipole (IOD). Rashin sanyi a cikin Tekun Pacific a lokacin La Niña na ENSO yana da alaƙa da yanayin bushewa a Kenya. Wannan na iya haifar da fari kamar yadda ya yi a 2016-17. Kimanin kashi 38% na yawan jama'ar Kenya da kashi 70% na dabbobinta suna zaune a cikin ƙasashe masu busasshiyar ƙasa.[30] Wadannan yankuna suna da karancin ruwan sama wanda ya bambanta sosai daga wata kakar zuwa ta gaba.
