An zaɓi Mohammed Tukur Liman a matsayin Sanata mai wakiltar Katsina ta Kudu a jihar Katsina a Najeriya a farkon jamhuriya ta hudu a Najeriya, inda ya tsaya takara a ƙarƙashin jam'iyyar PDP. Ya fara aiki a ranar 29 ga watan Mayun shekara ta 1999.[1]
Bayan ya hau kujerarsa a Majalisar Dattawa a watan Yuni na shekara ta 1999, Liman ya kuma zama kwamitocin Banking & Currency, Sadarwa (mataimakin shugaban kasa), Ilimi da Ayyuka na Musamman. An nada shi shugaban masu rinjaye na majalisar dattawa. A matsayinsa na shugaban kwamitin da aka kafa domin nazarin yadda ake tafiyar da kudaden shiga na gwamnati da aiwatar da kasafin Kuɗi, a watan Agustan shekara ta 2002 ya gabatar da rahoton wucin gadi wanda ya nuna buƙatar ci gaba da bincike. Wasu ‘yan majalisar dattawa na ganin rashin aiwatar da kasafin na iya zama sanadin tsige shugaban ƙasa Olusegun Obasanjo.
