Bukar ya zama shehun Borno ne a 1881 bayan mutuwar mahaifinsa Umar I ibn Muhammad al-Amin . Mulkinsa na shekaru uku ya kasance cikin mummunan rikicin tattalin arziki wanda ya tilasta masa sanya haraji akan talakawansa. A cikin yaren Kanuri, ana kiran wannan harajin kumoreji (ya raba rabi ga mabuƙsta) wanda ke nufin cewa Bukar ya ba da rabin dukiyar talakawansa. [2] [3]
