Mohammed Tahir Monguno (an haife shi 12 ga watan Fabrairu shekar ta alif dari tara da sittin da shida 1966) ya kasance lauya ɗan Najeriya ne kuma ɗan Majalisar Wakilai ta Tarayya, mai wakiltar Mazabar Tarayyar Marte-Monguno-Nganzai ta Jihar Borno, Najeriya.[1] A halin yanzu shi ne shugaban masu rinjaye na majalisar wakilai ta 9.[2][3]

An haifi Mohammed Tahir Monguno a ranar 12 ga watan Fabrairu, shekara ta alif dari tara da sittin da shida (1966). Ya yi karatun firamare a Monguno Central Primary, sannan ya halarci Makarantar Sakandaren Gwamnati (GSS) Ngala, Jihar Borno inda ya samu shaidar kammala karatunsa na Senior School.[4] Ya yi karatun lauya a jami'ar Maiduguri inda ya kamala a shekarar 1989. Ya halarci Makarantar Shari'a ta Najeriya kuma an kira shi zuwa Lauyoyin Najeriya a 1990. Ya tsaya takara kuma aka zabe shi a matsayin dan majalisar a shekarar 1992 yana dan shekara 26.[5]

Ya koma majalisar wakilai a matsayin zababben mamba tun 2007, mai wakiltar mazabar tarayya Marte/Nganzai/Monguno a jihar Borno. Ya kasance memba na 6th, 7th, 8th da 9th a majalissar wanda a halin yanzu ya kasance shugaban masu rinjaye. Kafin shekarar 2007, ya taba rike mukamin Kwamishinan Shari’a kuma Babban Lauyan Jihar Borno tsakanin 2003 zuwa 2005.[6] Ya kuma yi karamin aiki a matsayin Honourable Commissioner for Education (2005-2006) da Honourable Commission for Water Resources (2006 - 2007) duk a jihar Borno. Kafin a nada shi kwamishina a shekarar 2003, ya yi sana’a a harkokin shari’a na sirri. Ya kasance Babban Lauya a Monguno Kura Chambers tsakanin 1992 zuwa 2003. Ya kuma kasance babban malami a fannin shari'a a kwalejin nazarin shari'a ta jihar Borno (yanzu Mohammed Goni College of Legal and Islamic Studies) har zuwa 1999. A shekarar 2000, ya zama mamba a kwamitin aiwatar da shari’ar Musulunci a jihar Borno.[7]

Sana'ar siyasa

Monguno, dan jam’iyyar All Progressive Congress (APC) mai mulki ne, ya yi nasarar lashe zaben 2019 domin komawa majalisar wakilai karo na hudu a jere don wakiltar mazabar tarayya ta Marte, Monguno da Nganzai na jihar Borno. A baya an zabe shi a matsayin dan majalisar wakilai a shekarar 1992 inda ya wakilci mazabar Marte, Monguno da Nganzai na jihar Borno kafin a soke zaben shugaban kasa na ranar 12 ga watan Yunin 1993 wanda ya kawo karshen wa’adin dukkanin zababbun wakilai.

A shekarar 2015, yayin rikicin shugabancin majalisar na majalisa ta 8, Monguno wanda da farko ya nemi shugabancin majalisar ya sauka domin neman mukamin mataimakin kakakin majalisar karkashin tikitin hadin gwiwa da Femi Gbajabiamila.[8][9] Sai dai ya sha kaye a hannun Hon. Sulaiman Lasun.[10]

A majalissar ta 9 da aka fara a shekarar 2019, da farko Monguno na daya daga cikin masu neman kujerar kakakin majalisar wakilan Najeriya, a cikin jam’iyyar APC.[11][12] Sai dai daga baya ya janye daga takarar neman amincewa da goyon bayan Femi Gbajabiamila wanda shi ne zabin jam’iyyar.</ref> However, he later withdrew from the race to endorse and support Femi Gbajabiamila who was the choice of the party.[13]

Ayyukan doka

Monguno ya gabatar da kudirin ne tare da wasu wakilai 14 wadanda suka bukaci shugaban kasar da ya kori hafsoshin tsaron kasar saboda tabarbarewar tsaro a kasar da kuma kasa magance hare-haren da mayakan Boko Haram ke kaiwa a shiyyar Arewa maso Gabas.[17] A wani mataki makamancin haka, ya gabatar da kudirin neman Gwamnatin Tarayya ta ayyana dokar ta-baci kan tsaro.

A watan Mayun 2020, ya kuma dauki nauyin kudirin dokar sauya kundin tsarin mulkin 1999 don ba da damar tsayawa takara mai zaman kansa a kowane ofishin zabe a Najeriya. Ya kara da cewa kudurin dokar zai bai wa dukkan ‘yan Najeriya damar da za su ba da gudummawar kason su don ci gaban kasa da kuma kananan hukumomi. Sai dai kudirin ya samu adawa da Hon. James Faleke wanda ya bayar da hujjar cewa zai zama babban aiki ga INEC kuma zai haifar da kararraki da yawa.[18]
